The Harold Washington Book Voucher Program

For over a decade, The Blue and White Foundation has been committed to supporting college students on their academic journeys through the Harold Washington Book Voucher Program. Named in honor of Chicago’s first Black mayor, Harold Washington, this program provides vital assistance to students in need by offsetting the rising costs of textbooks and educational materials.

Each year, eligible college students receive a $1,000 book voucher to help cover the cost of required course materials. The program is open to all students in the community, regardless of income level or institutional affiliation. There are no membership requirements—our only expectation is that students remain enrolled in college and maintain good academic standing.

Expanding Access

We are strengthening our outreach efforts to ensure that more students are aware of this opportunity. In addition to our principal network, we plan to engage school superintendents who can help distribute information across their districts. As we continue to develop our website, we will create a centralized application portal, making it easier for students to apply directly.

How It Works

  • Annual Application Process: Students can apply for the book voucher each year.
  • No Membership or Income Requirements: The program is open to all college students, ensuring broad accessibility.
  • Community Outreach: We partner with local school principals—many of whom are fraternity brothers connected to our network—to share this opportunity with students who may benefit.

In 2024, we proudly awarded $12,000 in book vouchers, providing crucial support for students balancing the financial demands of higher education. Our goal for 2025 is to increase our impact by awarding $20,000 in book vouchers, helping even more students afford the materials they need to succeed.

Harold Washington, Chicago’s First Black American Mayor

Harold Washington made history in 1983 when he became Chicago’s first Black American mayor, ushering in a new era of reform, inclusivity, and civic empowerment. A skilled legislator and passionate advocate for social justice, Washington championed government transparency, minority business development, and neighborhood revitalization. His leadership broke long-standing racial and political barriers, inspiring a movement for equity and representation that continues to shape Chicago’s identity today.
